Part One is held in the UK over seven days. Participants receive high level briefings in Oxford followed by small study tours in London to explore the challenge and leadership practices.
They reconvene in London to share their learning and develop practical proposals in response to the challenge.
Part Two is an opportunity to address the challenge from the context of a different Commonwealth city, reconnect with each other and build on leadership learning developed in Part One.
Alumni are also invited to Part Two to refresh their learning and expand their global networks.

Each year the CSCLeaders sets a challenge for the participants, one which addresses a fundamental issue of today.

What makes a city smart?
Using this challenge as a framework, participants will explore examples of smart cities across the globe and hear from visionary leaders and speakers who have a stake in the challenge. They will go out into local communities to explore real issues around this challenge. Their challenge is to harness the diverse perspectives they encounter and formulate their own ideas, to find new ways of doing things and work together to devise innovative responses to this challenge.
